DC directs absentee officers to report soon
ANINI, Aug 3: Taking serious note on absenteeism, Dibang Valley district deputy commissioner Tamune Miso has directed all absentee officers to report back to their posting places immediately. This direction came from the DC while he was reviewing the preparation for the Independence Day celebration in a meeting held at his officer chamber here today. PWD minister orders enquiry into allegation
ITANAGAR, Aug 3: State PWD Minister Gojen Gadi has sought enquiry into the allegations of misappropriation of NLCPR fund committed by EE PWD Tali Division.
The Gochi, Gimba and Tungmar Development Welfare Committee alleging misappropriation had sought for an enquiry.
The PWD Minister has requested that an enquiry committee be formed to investigate the matter and the report be submitted within one month.
The association has alleged the EE of misappropriating funds to the tune of Rs 5.70 crore without any work for the Tamin Tali road project.

Association seeks removal of Jomde Kena
ITANAGAR, Aug 3: The Likabali Unemployed Youth Association (LUYA) has leveled serious allegation of land grabbing against Jomde Kena, local MLA cum Parliamentary Secretary Transport & Supply. In a representation to Chief Minister, the association alleged that PWD storehouse (Godown) near Likabali police station has been illegally taken over by the local MLA misusing his official power.
They alleged that an area of 1200 sq mtre of govt. land has been taken over by family members of Kena without following proper norms. “This is a grave crime as destruction of government property is serious offence and he should be prosecuted for such crime. The government property was handed over to family members of Kena without following the laid down norms. Moreover Likabali is proposed site for Lower Siang headquarters and grabbing of govt. land by the local MLA is setting a wrong trend. Local people are very angry and are ready to take to the streets to protest such illegal activities,” the association alleged. Further they added, “Likabali constituency is badly engulfed in corruption, nepotism and favouritism. Local MLA is promoting corruption, nepotism and favouritism in big way. Already a court case is going at Basar court against him for corruption under various government departments.”
The association also alleged that Kena has totally failed to protect the interests of the people of Likabali as well as people of Arunachal by not taking tough stand on encroachments inside Arunachal territory by Assam. LUYA has sought removal of Kena from the post of parliamentary secretary alleging that he is misusing his official power for his personal benefit.
AYSU submits 2 point memorandum to DC
ITANAGAR, Aug 3: The All Yachuli Student Union (AYSU) has served twenty days ultimatum to the Deputy Commissioner, Lower Subansiri to fulfill their two points demand. The first demand is immediate and early renovation of Potin to Ziro road and second is for cancellation of LPC issued against the proposed Divisional Commissioner office site at Yachuli.
The union informed that condition of Potin to Ziro road is in a deplorable condition. “For the last three years there has been no maintenance. When we contacted the GREF authority they informed that the said road has been transferred to PWD Highway and again when we approached the PWD Highway authority they told us that the road has been transferred to the Regional Officer, ministry of Road Transport and Highway. Further, when we contacted DC Ziro, he told us that the concerned Ministry is not ready take any responsibility,” the AYSU stated in a release.

7 unemployed youths to undergo vocational courses in Assam
ITANAGAR, Aug 3: Seven unemployed educated youths of Seijosa area with poor economic background will undergo two years electrical and mechanical courses and one year computer education course at Indian Technical Institution, Guwahati.
Serenity Trust, an Ahmedabad NGO has sponsored the students for the vocational courses.
The youths were sent to Assam today for the courses by the Panchayat leaders of Seijosa with help of NCF, Mysore.

Rigorous punishment to the rapist demanded
ITANAGAR, Aug 3: The All Kurung Kumey District Students’ Union (AKKDSU) has demanded that the rapist of a minor girl at Koloriang be awarded rigorous punishment.
In its letter to the Kurung Kumey DC, it said that the culprit should not be granted bail.
Such crimes are increasing in the society because the culprits are not punished accordingly and they have an easy way out in the form of bail. In order to prevent such incident in future, the culprits should be dealt seriously as per the provision of the IPC, its letter read.
Meanwhile the association also sought cancellation of survey work conducted in between chainage no. 138 to 158 km on road from Joram to Koloriang. Also demanding that the survey be conducted once more, it claimed that the previous survey was not conducted as per actual the alignment and the actual affected people were not included in the compensation list. A request letter was written to the DC in this regard.

ITANAGAR, Aug 3: Sangey Nawang Memorial Football Tournament began at Jang School playground yesterday amid a huge gathering of soccer lovers.

MoRTH minister & officials on different path regarding proposed 4 lane highway

ITANAGAR, Aug 3: The government of India is taking people of Arunachal for a ride regarding the proposed 4 lane highway between Itanagar and Banderdewa. Union Minister for Road Transport and Highways (MoRTH) Nitin Gadkari informed Chief Minister Nabam Tuki in a meeting at New Delhi on 30th July that Itanagar – Banderdewa road (recently named as NH 415) will have a Cement Concrete (CC) 4 lane road. However just three days earlier on 27th July, the officials of Gadkari’s ministry in another meeting with state government officials advised government of Arunachal to go for 2 lane road with paved shoulders standards along the existing road in the first phase and that 4 laning be taken up only in second stage.

State Development Council to replace SPB
ITANAGAR, Aug 3: Arunachal Pradesh Government has decided to constitute a State Development Council (SDC) in place of the existing State Planning Board (SPB). This decision was taken in a cabinet meeting held here this afternoon.
The meeting chaired by Chief Minister Nabam Tuki today approved that the SPB which used to approve the Annual Operating Plan (AOP) would be replaced with the SDC, which shall be chaired by the Chief Minister with the Council of Ministers as members. The Chief Secretary, Development Commissioner (Planning/Finance) shall be permanent invitees to the meetings of the Council. The Chairman of the SDC may invite in writing any other government official/ eminent personalities working on a specialized field/profession or any subject specialist in the Council meeting if necessary. The SDC will be assisted by the Planning Department through Secretary (Planning).
The main functions of the SDC shall be to approve the State Annual Development Agenda (SADA) to be prepared by the Planning department; Chairman of SDC shall hold sectoral meetings for finalisation of the Sectoral Annual development Agenda. The Sectors shall make detailed presentation before the Council for approval; to monitor and review the progress of major development activities in the state from time to time and suggest ways and means to overcome difficulties in this regard. The monitoring shall primarily be outcome based and to suggest major policy initiatives/programmes/schemes/projects related to development activities in the state.
The Cabinet also held discussions on constitution of Cabinet Committees as announced in this year’s Budget to oversee and carry forward the aims and targets highlighted in the budget. These are Cabinet Committee on Employment Generation and Social Empowerment, Cabinet Committee on Agriculture & Allied Sectors and Cabinet Committee on Infrastructure. It was decided that the Chief Minister will be the chairman of all the committees with ministers of the concerned departments as members. The Home Minister will be a permanent member of all the three committees.
The Cabinet Committees shall monitor progress and remove bottlenecks from time to time on the sectoral agenda approved by the State Development Council. The Committees may meet as and when required but at least once in a quarter and primarily act towards the convergence of departments in achieving the larger goals set in the sector. All the three Committees will be serviced by the Secretary (Planning) or his representative and the Planning Department will provide necessary secretarial assistance, informed Government Spokesperson Bamang Felix in a press statement.

ITANAGAR, Aug 3: Claiming foul play in the death of Nabam Regang, a constable in 5th IRBn at Police Training Centre (PTC), Banderdewa on July 19 last, the Nabam Welfare Society and Nabam Youth Association today demanded for magisterial inquiry.

What is Civil Services Exam and who are Civil Service Officers?

Just as most of the scientific discoveries are by mistake, i.e collateral products of scientific experiments and queries, the most desired actions of our life makes its appearance in most unexpected ways.
For a long time, I have wanted to share with my sisters and brothers of Arunachal Pradesh about the service profile and opportunities available to candidates who pass Civil Services Exam conducted by Union Public Service Commission. The wakeup call towards this wish was given to me after reading the recent press statement of Arunachal Pradesh Civil Service Officers Association which was a front page news item in the local dailies. After reading the newspaper, I felt the need to throw some light on Civil Service Exam conducted by Union Public Service is all the more important as even officers from Arunachal Pradesh Civil Service seems to be bit confused about Civil Services Exam conducted by UPSC.
The Civil Services Examination (CSE) is a nationwide competitive examination in India conducted by the Union Public Service Commission for recruitment to various Civil Services of the Government of India. The examination process for the Civil Services Exams lasts for nearly one year. Notification for the Preliminary Examination is usually issued around the month of May and the Prelims Exams are conducted during the month of August. Those who qualify the preliminary exam appear for the CSE Mains during the months of December and January. And those who qualify the Mains Exam have to appear for the personality and viva voice test which is held during the months of May and June and final result is declared soon after the interview test.
The candidates who are successful in the Civil Service Exam are inducted into various All India Services and Central Services. They are the elites of Government of India officials. The All India Service officers like IAS, IPS etc are allotted state cadres to run the higher echelons of State Government Administration and the Group ‘A’ Central Service Officers also called Central Elite Services are allotted Central Government Ministry cadres. In their normal service life, the All India Service Officers are posted in their respective state cadres and the Central Service officers in their respective Ministries. The officers of AIS and Central Services also staff the Central Secretariat in New Delhi on deputation basis in various posts starting from Under Secretary, Deputy Secretary, Director, Joint Secretary, Principle Secretary, Additional Secretary and Secretary to Government of India. There is a scheme called Central Staffing Scheme under which officers of All India Service and Central Services are offered chance to serve in any Ministry in various capacities as per the seniority based on Pay Grade and length of Service. Likewise, many State Governments requisition the services of Central Service Officers to serve as Directors, Secretaries, and Commissioners etc. Since information are available with a click of mouse through internet, one may just Google the websites of various Central Ministries and of State Governments like Nagaland, Mizoram etc to satisfy themselves about career opportunities available to Civil Service Officers. The names of the officials and the services to which they belong are given in their official websites.
Besides serving in their own state/service cadre, the higher echelons of Central Secretariat of Govt. of India are staffed by the officers belonging to All India Services and Central Services. The posts to which these officers are taken on deputation depend upon the length of service and the pay grade of the individual officer at the time of deputation. Since all the AIS and Central Service officers are considered as general cadre officers, these officers can go to any post and department.
Further, these officers also can go to any PSU or State Government in any post on deputation as per the requisition of borrowing PSU/Government.
Many states like Nagaland, Mizoram etc have unsaid policy of bringing back local officers from Central Government or All India Service to their Government by way of deputation or absorption so as to enrich their system of administration and governance from the wide and deep experience these officers gather while serving in different parts of the country and the world. The other positive side of bringing back local officers on deputation is that when the youngsters see these officers come back to their home state in the positions of decision making, they are encouraged to take Civil Service Exams. They feel assured that if they pass the exams, they can see and experience the world outside and still be able to serve their own state and people from time to time. They are no more limited by unfounded fear that if they join Central Services, they will be not be able to come back to their state and serve their own state and people.
The present State Government of Arunachal Pradesh has also embarked upon this policy and as a result, maximum number of All India Services and Central Service Officers who were hitherto working outside Arunachal Pradesh has been brought back on deputation to serve their own state with their vast experience. This has instilled lots of optimism to the youngsters who were till now were apprehensive about taking Civil Service Exam and roosted within the comfort zone of confining oneself to look for job within AP.
In short, if anyone who is ambitious and wants to join Government service and make maximum use of their potential, they can attain through Civil Services Exam conducted by UPSC. To them, the sky is the limit.
As I have referred to the recent press statement by Arunachal Pradesh Civil Service
Officer Association, let me try to clarify some of the points. I belong to 1997 batch
of Civil Services Exam conducted by UPSC and belong to Cadre of Indian Defense Accounts
Services, Ministry of Defense which is a Group A Central Services/Elite Central Service.
In my service life of more than 16 years, I have served in various parts of India
like New Delhi, Jaipur, Meerut, Gauhaty, Mumbai etc in various capacities under different
Ministries. I have also done foreign assignments in countries like Afghanistan and
Iran for more than two years during 2005-
I felt very happy and privileged when the present Arunachal Pradesh Government requisitioned my services on deputation basis. I took it as a God given opportunity to serve my own state and its people and joined during December 2012. Since then I have been tasked with various responsibilities and I have tried to carry out the Task to the fullest of my capacity and ability. Further, when my deputation period came to end, State Government wanted to continue with my services. Accordingly, No Objection Certificate was sought from my parent department so that I can be absorbed. The Ministry of Defense, Government of India issued NOC and based on their consent, I was absorbed against a newly created post of Secretary, Finance Commission. All the due process like concurrence from the Finance, AR Department and Cabinet approval was taken and notification to the effect issued by Government. No irregularity was ever committed in the process of my absorption. Moreover, during the process of my absorption I personally interacted with the President, General Secretary and other senior members of APCSOA many a times and showed them all the existing rule positions on absorption and also examples of such cases from other states like Nagaland etc. It was also clarified that since the absorption is against the newly created post, it doesn’t affect the service career of any of the APCS officers.
Having said that, let me say that on reading the news item, initially I was surprised when threatening words of “will resort to democratic means” against my name was used. But soon after, surprise turned to amusement as my name and service organizations names were wrongly written. I am sure, the mistake must have been inadvertent and in a hurry. Anyway, for a record, let me clarify that my official name is Dani Salu. Committee draws attention to deplorable condition of GHSS Longding
ITANAGAR, Aug 3: The School Managing Committee of Government Higher Secondary School Longding has drawn the attention of state government towards its deplorable condition.
The school does not have a single computer, library or even a science laboratory. It has a strength of 1800 including boys and girls, but there are only 17 teaching staff with no clerical staff. There are 500 students in class IX with only two sections due to shortage of teachers. One teacher controls 250 students in class IX section B and A respectively. The problem is same with all the other classes. The institution requires 45 teaching staffs as per ratio of the government i.e. 1:40 (Teacher student ratio), the committee said.
Various appeals have been made to the higher authority, but there has not been any proper attention, it lamented.
Saying that some staff that were posted in the school last year have not turned up, the committee has sought to know the reason behind their absence from the posting place.
Expressing disappointment over the 229 teaching staff deployed in Longding district, it stated that it was insufficient as minimum requirement is 500 approximately.
The disappointed school managing committee has warned of resorting to democratic action if its plea is not responded to.

ITANAGAR, Aug 03: The 13th Independence Cup Football Tournament began at Chidu Chigo General Ground Likabali in West Siang district. Altogether 16 teams, including teams from Assam, are participating in the tournament.
Inaugurating the tournament, Liromoba MLA cum Arunachal Pradesh Building and Others Construction Workers Welfare Board Chairman Nyamar Karbak called upon the players to maintain sportsman spirit while taking part in such sports events.
Citing many distinct sports personalities in the country, Karbak advised the players to maintain strict discipline and practice hard to become a good player.

Siang United FC beat Siang Brother FC 3-
Miloko Nobeng, Megu Jongkey and Moshi Saroh scored a goal each for Siang United FC.
The scorers of Banggo United FC were Tangiat Tali and Kaling Tatin. The consolation goal for Giidi Lepang was scored by Torging Binggap.
Solung United FC got walk over against Nulu Nubu FC after the latter failed to turn up for the match.

Govt signs peace accord with NSCN(IM)
New Delhi, Aug 3: With an aim of ending insurgency in Nagaland, government today signed an accord with key outfit NSCN(IM) which Prime Minister Narendra Modi described as a "historic" step to usher in peace in the state.
The pact was signed in the presence of the Prime Minister, Home Minister Rajnath Singh and National Security Adviser Ajit Doval by the outfit's leader T Muivah and government's interlocutor R N Ravi at the PM's residence here.
The signing of the pact is the culmination of over 80 rounds of negotiations that spanned 16 years with first breakthrough in 1997 when ceasefire agreement was sealed.

Describing the accord as "historic", Modi said, "Today, we mark not merely the end of a problem, but the beginning of a new future."
He added, "We will not only try to heal wounds and resolve problems, but also be your partner as you restore your pride and prestige."
Muivah said the government and Nagas were entering a "new relationship" but added that "beginning from now, challenges will be great."
Before the agreement was signed, Modi spoke to leaders of various parties including former Prime Minister Manmohan Singh, Congress' Mallikarjun Kharge, SP chief Mulayam Singh Yadav, BSP's Mayawati, NCP supremo Sharad Pawar and CPI(M) general secretary Sitaram Yechury.
He also spoke to West Bengal Chief Minister Mamata Banerjee, her Tamil Nadu counterpart J Jayalalithaa besides the Nagaland Governor Padmanabha Acharya and Chief Minister T R Zeliang. He also called up DMK leader M Karunanidhi and JD(S) leader H D Deve Gowda.
"Today’s agreement is a shining example of what we can achieve when we deal with each other in a spirit of equality and respect, trust and confidence; when we seek to understand concerns and try to address aspirations; when we leave the path of dispute and take the high road of dialogue. It is a lesson and an inspiration in our troubled world," the Prime Minister said at the signing ceremony.

He said there were not many like Mahatma Gandhi, "who loved the Naga people and sensitive to their sentiments. We have continued to look at each other through the prism of false perceptions and old prejudices."

Muivah appreciated Modi's "vision" and "wisdom" and said Nagas "can be trustworthy".
He mentioned that the peace moves were first initiated by the then Prime Minister Narasimha Rao when the outfit gave a commitment about ceasefire. Then the outfit leaders had held talks with Prime Minister Atal Bihari Vajpayee in 2001.
Modi said the problem was a "legacy of the British Rule" and "the colonial rulers had, by design, kept the Nagas isolated and insulated."
He said they had "propagated terrible myths about Nagas in the rest of the country" and "deliberately suppressed the reality that the Nagas were an extremely evolved society".
The Prime Minister said "negative ideas" were also spread about the rest of India amongst Naga people. "This was part of the well known policy of divide and rule of the colonial rulers," he said.
He said he had the "deepest admiration for the great Naga people for their extraordinary support to the peace efforts" and complimented the NSCN(IM) for maintaining the ceasefire agreement for nearly two decades, with a sense of honour that defines the great Naga people. .
The Prime Minister said that since assuming office last year, peace, security and economic transformation of North East has been amongst his "highest priorities. It is also at the heart of my foreign policy, especially the Act East Policy."
He said he had personally kept in touch with the progress of the negotiations with NSCN(IM).

Make capital road safer
Every year hundreds of people lose their lives due to road accident in Arunachal Pradesh. Especially in capital complex, the rate of accidents is quite high. Negligent driving along with bad road condition contributes to high accident case. Unfortunately government agencies have also failed to tighten the screw against rash drivers. Many of the drivers especially the youngsters drive around without obtaining proper driving licenses.
Occasionally capital police along with magistrates carry out traffic drive. But such drive has not been effective enough and government needs to take more initiative to make capital road safer. As per the report in local media government is finally readying to take steps to minimize the road accidents in capital complex. Recently Chief Minister Nabam Tuki held meeting with senior government officials and discussed in length about various measures needed to curb the road accidents. Chief Minister also proposed to set up road safety fund besides attaching ambulances with the traffic police for evacuation of critical accident victims to hospitals. On their part department of transport has reportedly identified 8 black spots in the capital region where frequent accidents occurs while 40 other junction (25 in Itanagar and 15 in Naharlagun) have been identified. Based on the finding made by transport department, the capital administration should start the work. Law enforcement authorities should take stringent measures to regulate traffic rules. Also issuing of driving license should be made more stringent.

Limited seats
Dear Editor,
According to last year’s records, there were above 300 seats in B.Sc department at Dera Natung Govt College Itanagar.
Other than shortages of faculty members, there were no problems related to the B.sc course but govt of Arunachal Pradesh has now decided to minimise the intake capacity which has made many students suffer.
Most of the affected students are from Kurung Kumey, Lower Subansiri and Kra-
As we know that for these districts DNGCI is the only College that offers B.Sc course which is situated in heart of capital. If they do not get admission here, then where do they go?

Department left at its own mercy
Dear Editor,
Through the columns of your esteemed daily, I would like to throw a light on the darker side occurring at newly created Maro circle.
Maro is still a countryside where sometimes even wild animals like deer pass by (eventually get killed later) thinking it to be their home but some dwellers out there are trying to capture government land taking chances out of loose departments.
The veterinary department is one of the most abandoned one and given the chance, the people living in its vicinity are all fighting to capture the land surrounding the veterinary office/quarters. Such foul play must be stopped at all cost.
All fake LPC and land allotment claim must be checked and punished accordingly. Therefore, it’s my earnest request to the Directorate of Veterinary Department to look into the foul play and issue proper notice to the villagers of Maro before anyone demolish the office and start construction.

Dear Editor,
After a long draught, the AAPSU has at long last genuinely raised an important issue of common interest by alleging that many Tibetans settled in the state are availing APST facilities illegally. The allegations of APST facilities relates to trading & arms licences, EPICs, ST certificates, LPC, contractor registration certificates & income tax exemption certificates while claiming themselves as the Monpa & Sherdukpen tribes of West Kameng & Tawang districts respectively.
The allegations of AAPSU are not devoid of facts & demands for their cancellations are not wrong either. The government needs a serious introspection into the matter in view of serious natures of threats being posed on the geo political situations of these two eastern districts. The landscapes & climates of these two eastern districts being cool & enticing, and the majority populace being the Buddhists who are as warm & courtesies as the land itself, people influx upon these lands for earning & shelters. These floating people are willingly harboured & later absorbed to their society as members of their community.
Such harbouring are extensively perceived in Monpas. We have seen prevalence of extensive
inter community marriages among Monpas with their womenfolk entering into wedlock
with other Buddhist groups like Tibetans, Bhutanese, Sikkimese, Nepalese, Sherpas,
Lepchas & Membas. Though the Monpas follow a patrilinial kinship system, they hardly
resist with offsprings of these inter-
Then there are Nepalese who are found almost all the rural areas of Tawang & West
Kameng districts either in Monpa or Brokpa or Sherpa identities. In Tenga areas under
Singchung circle of West Kameng, the majority populace are Nepalese of which hundreds
have been given tribal names under the Bugun (Khoa) tribe & ST certificates issued
to them accordingly tagging Bugun clan names. As a result, there was spurt in the
growth of population of the Buguns that once gone up to above 5000 in 2011-

Empanel more hospitals
Dear Editor,
First of all we are very grateful to our Chief Minister for issuing Chief Minister’s Universal Health Insurance Card.
But I would like to inform you that Main hospital of the country like Tata Memorial Cancer Hospital in Mumbai, Christian Medical College Hospital in Vellore and NIMHANS Mental Hospital in Bangalore city are not empanelled under the list of the hospitals included under this CMUHIS Card. These are the main hospitals where poor people have to go but cannot afford their treatment.
Also at the District government hospitals, please make receipt compulsory of the CMUHIS Card swept at the hospitals because the authorities sometimes charge more than the actual amount spent. They don’t give the receipt of the expenditure and balance amount left in the card, which makes it very difficult for the patients to actually know the details used in their cards.
