DC directs absentee officers to report soon

ANINI, Aug 3: Taking serious note on absenteeism, Dibang Valley district deputy commissioner Tamune Miso has directed all absentee officers to report back to their posting places immediately.  This direction came from the DC while he was reviewing the preparation for the Independence Day celebration in a meeting held at his officer chamber here today. It was found that most of absentee officers are from engineering departments.

Presiding over the meeting in presence of all the heads of office, he also informed that a DC can suspend Group - A & B officers if found absent unauthourized from their posting places for more than one month as per Govt. order. The suspension order of officers can only be revoked by the Chief Secretary.

He also directed HoDs to submit attendance sheet/copy of Group A &B officers to the DC on or before 25th of every month. DIPRO

 

PWD minister orders enquiry into allegation

ITANAGAR, Aug 3: State PWD Minister Gojen Gadi has sought enquiry into the allegations of misappropriation of NLCPR fund committed by EE PWD Tali Division.

The Gochi, Gimba and Tungmar Development Welfare Committee alleging misappropriation had sought for an enquiry.

The PWD Minister has requested that an enquiry committee be formed to investigate the matter and the report be submitted within one month.

The association has alleged the EE of misappropriating funds to the tune of Rs 5.70 crore without any work for the Tamin Tali road project.

 

NHPC asked not to release payment against Siang Stage-I project

ITANAGAR, Aug 3: Informing that decision on a Public Interest Litigation (PIL No. 10 (AP) 2014, Karunath Pazing and others versus state of Arunachal Pradesh and others) is still pending at Gauhati High Court, the litigant has in a representation to the NHPC Ltd. Executive Director today appealed him not to release the proposed payment of Rs. 360 crore to be paid in favour of the government of Arunachal Pradesh for Siang Stage-I project, till the aforementioned PIL is disposed off on its own merit.

The PIL has been filed against construction of dams in the Siang River and its tributaries and the same was initially taken up at Itanagar bench, but the case has been transferred to the principal bench at Gauhati as directed by the Gauhati High Court Chief Justice, said Pazing adding that indigenous inhabitants of the Siang Valley have been opposing and fighting tooth and nail against the rampant signing of MoUs/MoAs by the state government.

 

Association seeks removal of Jomde Kena

ITANAGAR, Aug 3: The Likabali Unemployed Youth Association (LUYA) has leveled serious allegation of land grabbing against Jomde Kena, local MLA cum Parliamentary Secretary Transport & Supply. In a representation to Chief Minister, the association alleged that PWD storehouse (Godown) near Likabali police station has been illegally taken over by the local MLA misusing his official power.

They alleged that an area of 1200 sq mtre of govt. land has been taken over by family members of Kena without following proper norms. “This is a grave crime as destruction of government property is serious offence and he should be prosecuted for such crime. The government property was handed over to family members of Kena without following the laid down norms. Moreover Likabali is proposed site for Lower Siang headquarters and grabbing of govt. land by the local MLA is setting a wrong trend. Local people are very angry and are ready to take to the streets to protest such illegal activities,” the association alleged. Further they added, “Likabali constituency is badly engulfed in corruption, nepotism and favouritism. Local MLA is promoting corruption, nepotism and favouritism in big way. Already a court case is going at Basar court against him for corruption under various government departments.”

The association also alleged that Kena has totally failed to protect the interests of the people of Likabali as well as people of Arunachal by not taking tough stand on encroachments inside Arunachal territory by Assam. LUYA has sought removal of Kena from the post of parliamentary secretary alleging that he is misusing his official power for his personal benefit.

 

AYSU submits 2 point memorandum to DC

ITANAGAR, Aug 3: The All Yachuli Student Union (AYSU) has served twenty days ultimatum to the Deputy Commissioner, Lower Subansiri to fulfill their two points demand. The first demand is immediate and early renovation of Potin to Ziro road and second is for cancellation of LPC issued against the proposed Divisional Commissioner office site at Yachuli.

The union informed that condition of Potin to Ziro road is in a deplorable condition. “For the last three years there has been no maintenance. When we contacted the GREF authority they informed that the said road has been transferred to PWD Highway and again when we approached the PWD Highway authority they told us that the road has been transferred to the Regional Officer, ministry of Road Transport and Highway. Further, when we contacted DC Ziro, he told us that the concerned Ministry is not ready take any responsibility,” the AYSU stated in a release.

Claiming that as per the guidelines of National Highway there is a provision for maintenance of existing road, they appealed for early repairing of Potin-Ziro road. The union further alleged that the proposed Divisional Commissioner office site at Yachuli has been encroached upon by public and they have obtained LPC against the said govt. land years ago. AYSU has demanded for immediate cancellation of LPC issued to the public.

 

Students organise charity food fest

ITANAGAR, Aug 3: Students of St. Thomas Residential School organised a charity Food Fest at Naharlagun here on Sunday.

Inaugurating the food fest, the school’s director Easho M. Cheriyan said that education should not be confined to only classroom instructions but should also focus on all round development. In order to have proper physical and mental growth, a child needs healthy food, he said and further appreciated the school children’s decision to offer the money collected from the stalls to the Mother Teresa’s sisters for their charity mission.

 

7 unemployed youths to undergo vocational courses in Assam

ITANAGAR, Aug 3: Seven unemployed educated youths of Seijosa area with poor economic background will undergo two years electrical and mechanical courses and one year computer education course at Indian Technical Institution, Guwahati.

Serenity Trust, an Ahmedabad NGO has sponsored the students for the vocational courses.

The youths were sent to Assam today for the courses by the Panchayat leaders of Seijosa with help of NCF, Mysore.

While flagging off their vehicle, Seijosa ZPM Pani Tayam expressed gratitude to the Ahmedabad based NGO for sponsoring the students. He also requested the students to make best use of the opportunity.

 

Rigorous punishment to the rapist demanded

ITANAGAR, Aug 3: The All Kurung Kumey District Students’ Union (AKKDSU) has demanded that the rapist of a minor girl at Koloriang be awarded rigorous punishment.

In its letter to the Kurung Kumey DC, it said that the culprit should not be granted bail.

Such crimes are increasing in the society because the culprits are not punished accordingly and they have an easy way out in the form of bail. In order to prevent such incident in future, the culprits should be dealt seriously as per the provision of the IPC, its letter read.

Meanwhile the association also sought cancellation of survey work conducted in between chainage no. 138 to 158 km on road from Joram to Koloriang. Also demanding that the survey be conducted once more, it claimed that the previous survey was not conducted as per actual the alignment and the actual affected people were not included in the compensation list. A request letter was written to the DC in this regard.

 

Donyi Polo B Ed College inaugurated

ITANAGAR, Aug 3: Education minister Tapang Taloh inaugurated Donyi Polo B Ed College here today in the presence of Director of Higher and Technical Education (DHTE) Dr Tejum Padu and other dignitaries.

Speaking during its inaugural session, the Education Minister called on the college authorities to maintain quality in the institution.

Director DHTE, Dr Tejum Padu exhorted the students to become role models and encouraged them to inculcate in them the value of proficiency, fluency and clarity. He also requested the students to be sincere during their term.

 

Social service conducted

ITANAGAR, Aug 3: A social service was conducted at Yari Babar, Papu Nalah on August 1 last under the banner of Tapang Karang Youth Welfare Association. The road that was lying deteriorated for quite some time was repaired. Blocked drain of the Govt Primary School was also cleared.

 

UDC dies of illness

Daporijo, Aug 3: The Upper Division Clerk (UDC) of DMO’s office, Daporijo, Jater Ligu has died after prolonged illness on August 1 last.

Meanwhile, in a condolence meeting held at the Upper Subansiri DC’s office today, the officers and officials of the DC office mourned the demise of Ligu. They also observed two minutes silence and prayed for the eternal peace of the departed soul. DIPRO

 

Training on Account and Audit concludes

ITANAGAR, Aug 3: In all 25 members of various registered cooperative societies of Papum Pare district took part in a five-day training programme of account and audit, jointly organised by the Arunachal Pradesh Cooperative Training Centre and National council of Cooperative Training (NCCT), New Delhi, which concluded at the AP Cooperative Training Centre at Naharlagun today.

The training was conducted with an aim to impart training on account and audit to set a definite target and make a realistic plan as per the objective of the cooperative movement in the state.

During the valedictory function, resource persons APCTC principal Techi Kaku, lecturer Nosar Ronya and DK Deb, in their address, exhorted the participants to maintain proper books and account and build the confidence of members by providing transparent books and account under sound accounting principal.

 

PBWC bans tobacco products, hunting and fishing

AALO, Aug 3: The Panchayat leaders, Head Gaon Burahs, Gaon burahs, NGO representatives, senior citizens and Govt officials of Bagra circle under the banner of Pushi Bango Welfare Committee (PBWC) in its recent meeting held at Pushi Bango circle Dere (Higi Bagra) have strictly prohibited illegal sale of alcohol, tobacco related products like gutka and gambling and consumption of alcohol in shops and open public premises.

Adopting various self-regulatory measures, the meeting further banned fishing and hunting, other than traditional practice and gave emphasis on containing stray dogs. The meeting also touched key issues like opening and shifting of PHC and IB at new building, proper boundary demarcation of circle office and school land.  DIPRO

 

2nd I-Day Cup football tourney begins at Bana

SEPPA, Aug 3: The 2nd Independence Day Cup--2015 football and volleyball tournaments began at Bana here on Sunday.

In his inaugural address, ZPM Dadi Rimo highlighted the various programmes and policies of the state government for promotion and development of sports. He exhorted the youths to take up sports sincerely and make career out of it. Later, he declared the tournament open.

The inaugural match was played between Staff Team and Bana Youth in which the latter thrashed the former 6-0.

Meanwhile, Type-I FC defeated Gorkha FC 5-4 via penalty shootout and lifted the District Level Football Championship Cup held at the same ground yesterday. 12 teams took part in the championship.

Hano Liyak and Rijiv Rimo were adjudged best player and best goalkeeper respectively while Tero Dodum became the highest scorer.

The final day was attended by Ashok Sonam, in-charge DSO, who advised the players to give equal importance to their studies besides sports. DIPRO

 

SN Memorial Football Tournament begins at Jang

ITANAGAR, Aug 3: Sangey Nawang Memorial Football Tournament began at Jang School playground yesterday amid a huge gathering of soccer lovers.

In the inaugural match, the team from Jang Higher Secondary School edged past Mon United by solitary goal to earn full points.

Eleven teams will battle it out for the top honour during the tournament.

The tournament is sponsored by Tourism Minister Pema Khandu and organised by Jang Sports Club.

The tournament was declared open by Tawang MLA Tsering Tashi in presence of Jang ADC Dr. Dilip Kumar Chutia, Zilla Chairperson Jambey Tsering.

The inaugural function was also attended among others, by Tawang BCCI president Tenzin Monpa, Anchal chairperson Mukto Namgey Tsering. The final will be held on August 15.

MoRTH minister & officials on different path regarding proposed 4 lane highway

ITANAGAR, Aug 3: The government of India is taking people of Arunachal for a ride regarding the proposed 4 lane highway between Itanagar and Banderdewa. Union Minister for Road Transport and Highways (MoRTH) Nitin Gadkari informed Chief Minister Nabam Tuki in a meeting at New Delhi on 30th July that Itanagar – Banderdewa road (recently named as NH 415) will have a Cement Concrete (CC) 4 lane road. However just three days earlier on 27th July, the officials of Gadkari’s ministry in another meeting with state government officials advised government of Arunachal to go for 2 lane road with paved shoulders standards along the existing road in the first phase and that 4 laning be taken up only in second stage.

The meeting was chaired by Vijay Chhiber Secretary MoRTH and was attended among others by officials of the ministry. The Arunachal team was led by Chief Secretary Ramesh Negi. Based on the suggestion made by Secretary MoRTH during the meeting, the consultant of the Itanagar-Banderdewa 4 lane project was asked to explore two to three alternative alignments for construction of the twin two lane roads instead of 4 lane divided carriageway between Banderdewa to Itanagar.  

The MoRTH is also deeply concerned about the compensation issue and it was discussed at length.   Regional Officer, MoRT&H, Itanagar reportedly informed that Govt. Of Arunachal Pradesh vide Notification No. DUD/TP-150/2005-06 dated 13th March, 2006 has notified 40 m wide ROW for NH-52A (New NH-415). Keeping in mind the said notification he noted that therefore land acquisition is not needed for the construction of highway between Itanagar and Banderdewa. Upon hearing this the Secretary, MoRTH stated that wherever the stretches on ROW of 40 m is encroached, Arunachal Govt. should provide ROW of 40 m as notified, free from encroachment to the ministry for the development of instant road. He also suggested that for relocation of the houses/structures, State Govt. should formulate separate rehabilitation package out of its own funds. The ministry is allegedly refusing to pay the compensation money amounting to Rs 284 crore which was submitted by government of Arunachal.  Chief Secretary Ramesh Negi pleaded the ministry for some immediate relief at least for the next two years citing huge traffic congestion in Itanagar and Naharlagun area, which causes immense trouble to the denizens of Capital Complex. Following the hectic discussion between officials of MoRTH and State Govt. three important decisions were taken. First the state government will have to submit 2-3 alternatives for twin two lane (split 4-lane) including provision (like viaduct) for Karsingsa sinking zone. Secondly state govt. need to confirm that 40m ROW is available as already notified. Also the government will have to confirm availability of land free from any hindrance along the existing alignment for taking up 2 lane with paved shoulders as first stage and lastly govt will have to submit proposal for 2-lane with paved shoulder of existing road with geometric improvement as the immediate measure to relieve the congestion. The minister and his officials are giving contradictory statement regarding the proposed 4 lane highway. This lack of clarity on the part of MoRTH is deeply confusing the people of Arunachal.

 

 

State Development Council to replace SPB

ITANAGAR, Aug 3: Arunachal Pradesh Government has decided to constitute a State Development Council (SDC) in place of the existing State Planning Board (SPB). This decision was taken in a cabinet meeting held here this afternoon.   

The meeting chaired by Chief Minister Nabam Tuki today approved that the SPB which used to approve the Annual Operating Plan (AOP) would be replaced with the SDC, which shall be chaired by the Chief Minister with the Council of Ministers as members. The Chief Secretary, Development Commissioner (Planning/Finance) shall be permanent invitees to the meetings of the Council. The Chairman of the SDC may invite in writing any other government official/ eminent personalities working on a specialized field/profession or any subject specialist in the Council meeting if necessary. The SDC will be assisted by the Planning Department through Secretary (Planning).

The main functions of the SDC shall be to approve the State Annual Development Agenda (SADA) to be prepared by the Planning department; Chairman of SDC shall hold sectoral meetings for finalisation of the Sectoral Annual development Agenda. The Sectors shall make detailed presentation before the Council for approval; to monitor and review the progress of major development activities in the state from time to time and suggest ways and means to overcome difficulties in this regard. The monitoring shall primarily be outcome based and to suggest major policy initiatives/programmes/schemes/projects related to development activities in the state.

The Cabinet also held discussions on constitution of Cabinet Committees as announced in this year’s Budget to oversee and carry forward the aims and targets highlighted in the budget. These are Cabinet Committee on Employment Generation and Social Empowerment, Cabinet Committee on Agriculture & Allied Sectors and Cabinet Committee on Infrastructure. It was decided that the Chief Minister will be the chairman of all the committees with ministers of the concerned departments as members. The Home Minister will be a permanent member of all the three committees.

The Cabinet Committees shall monitor progress and remove bottlenecks from time to time on the sectoral agenda approved by the State Development Council. The Committees may meet as and when required but at least once in a quarter and primarily act towards the convergence of departments in achieving the larger goals set in the sector. All the three Committees will be serviced by the Secretary (Planning) or his representative and the Planning Department will provide necessary secretarial assistance, informed Government Spokesperson Bamang Felix in a press statement.

 

 

6 Arunachalee karatekas to represent country at world championship in Japan

ITANAGAR, Aug 3: Six Karate players from Arunachal Pradesh will represent the country at Wado Kai World Karate-Do Championship 2015 to be held in Nagoya, Japan from August 13 to 18.

Chief Instructor of Arunachal Wado Kai Karate Do Association, Sensei Yarda Niki is the coach of the Japan bound Indian Team.

The participating players from Arunachal Pradesh are Nanu Sangha, Dari Lokam (men, +80kg), Dunun Miyu (men, -60kg), Tajar Nilling (Team fight/Kata), Juna Dada (women, -50kg) and Kambung Wangsa (women,-55kg).

Nanu Sangha, one of the senior most karate players of the state, who is presently serving as an Inspector in Tax and Excise Department, will fight in senior category in below 67 kg weight category. Meanwhile, Sports Authority of Arunachal Chairman Gora Makik and Arunachal Karate Do Association President Likha Tara lauded the players of the state for selection in the national team and wished them all the best for the world championship.

 

 

Plan afoot for early preparation of DPR for FTI

NAHARLAGUN, Aug 3: The blueprint for the much anticipated Film and Television Institute (FTI) for the state witnessed preparation in full swing with participations  of hundred of local people from Rakhap Jollang area in clearing of 50 acres jungles of its proposed site  at Jollang (Jote) in Papum Pare district. The jungle clearance has been carried out to facilitate the early preparation of DPR for establishment of the institute.

Parliamentary Secretary IPR Bamang Felix visited the proposed FTI site again today to oversee the preparation for its early establishment. He expressed satisfaction over the active co-operation of locals, who have, besides donating the land free of cost, cleared the entire 50 acre area voluntarily.

Felix exhorted the people of the area to extend continuous support for the early establishment of the FTI. He said that the central institution will not only open up scope for development but it will also create self-employment opportunities in the area. He was accompanied by officers of IPR department during the visit. Presently boundary pillars are being erected while the contour map of the site is also being prepared.

It may be mentioned here that despite stiff competition from other North-East states for establishment of the institute, Govt of India has decided to establishment the Film and Television Institute in the state.  DIPR

 

 

Society demands magisterial inquiry into constable’s death

ITANAGAR, Aug 3: Claiming foul play in the death of Nabam Regang, a constable in 5th IRBn at Police Training Centre (PTC), Banderdewa on July 19 last, the Nabam Welfare Society and Nabam Youth Association today demanded for magisterial inquiry.

NWS secretary Nabam Tagi said, as per the circumstantial evidences, it is clear that late Nabam Regang was murdered inside the barrack itself.  

The Society has demanded the Home Department for magisterial inquiry into the constable’s death.  

“The deceased could have been saved if the PTC authorities acted responsibly and had given him medical attention”, said Nabam Sima, president Nabam Youth Association, questioning why the deceased was not rushed to the hospital immediately and why PTC officials did not accompany the deceased and his father to Arunachal Pradesh State Hospital, Naharlagun.  

The Society also demanded for immediate suspension of the Principal, Vice-Principal, Medical Officer of PTC and the sentries who were engaged in patrolling during the night for allegedly not performing their duties properly within seven days besides halting of any transfer and posting of all the officers of PTC Banderdewa until the case is solved.

Further, the Society also demanded for immediate compensatory appointment and ex-gratia to the deceased family.

 

 

What is Civil Services Exam and who are Civil Service Officers?

Just as most of the scientific discoveries are by mistake, i.e collateral products of scientific experiments and queries, the most desired actions of our life makes its appearance in most unexpected ways.

For a long time, I have wanted to share with my sisters and brothers of Arunachal Pradesh about the service profile and opportunities available to candidates who pass Civil Services Exam conducted by Union Public Service Commission. The wakeup call towards this wish was given to me after reading the recent press statement of Arunachal Pradesh Civil Service Officers Association which was a front page news item in the local dailies. After reading the newspaper, I felt the need to throw some light on Civil Service Exam conducted by Union Public Service is all the more important as even officers from Arunachal Pradesh Civil Service seems to be bit confused about Civil Services Exam conducted by  UPSC.

The Civil Services Examination (CSE) is a nationwide competitive examination in India conducted by the Union Public Service Commission for recruitment to various Civil Services of the Government of India. The examination process for the Civil Services Exams lasts for nearly one year.  Notification for the Preliminary Examination is usually issued around the month of May and the Prelims Exams are conducted during the month of August. Those who qualify the preliminary exam appear for the CSE Mains during the months of December and January.  And those who qualify the Mains Exam have to appear for the personality and viva voice test which is held during the months of May and June and final result is declared soon after the interview test.

The candidates who are successful in the Civil Service Exam are inducted into various All India Services and Central Services. They are the elites of Government of India officials. The All India Service officers like IAS, IPS etc are allotted state cadres to run the higher echelons of State Government Administration and the Group ‘A’ Central Service Officers also called Central Elite Services are allotted Central Government Ministry cadres. In their normal service life, the All India Service Officers are posted in their respective state cadres and the Central Service officers in their respective Ministries. The officers of AIS and Central Services also staff the Central Secretariat in New Delhi on deputation basis in various posts starting from Under Secretary, Deputy Secretary, Director, Joint Secretary, Principle Secretary, Additional Secretary and Secretary to Government of India. There is a scheme called Central Staffing Scheme under which officers of  All India Service and Central Services are offered chance to serve in any Ministry in various capacities as per the seniority based on Pay Grade and length of Service. Likewise, many State Governments requisition the services of Central Service Officers to serve as Directors, Secretaries, and Commissioners etc. Since information are available with a click of mouse through internet, one may just Google the websites of various Central Ministries and of State Governments like Nagaland, Mizoram etc to satisfy themselves about career opportunities available to Civil Service Officers. The names of the officials and the services to which they belong are given in their official websites.   

Besides serving in their own state/service cadre, the higher echelons of Central Secretariat of Govt. of India are staffed by the officers belonging to All India Services and Central Services. The posts to which these officers are taken on deputation depend upon the length of service and the pay grade of the individual officer at the time of deputation. Since all the AIS and Central Service officers are considered as general cadre officers, these officers can go to any post and department.

Further, these officers also can go to any PSU or State Government in any post on deputation as per the requisition of borrowing PSU/Government.  

Many states like Nagaland, Mizoram etc  have unsaid policy of bringing back local officers from Central Government or All India Service to their Government by way of  deputation or absorption so as to enrich their system of administration and governance from the wide and deep experience these officers gather while serving in different parts of the country and the world. The other positive side of bringing back local officers on deputation is that when the youngsters see these officers come back to their home state in the positions of decision making, they are encouraged to take Civil Service Exams. They feel assured that if they pass the exams, they can see and experience the world outside and still be able to serve their own state and people from time to time. They are no more limited by unfounded fear that if they join Central Services, they will be not be able to come back to their state and serve their own state and people.

The present State Government of Arunachal Pradesh has also embarked upon this policy and as a result, maximum number of All India Services and Central Service Officers who were hitherto working outside Arunachal Pradesh has been brought back on deputation to serve their own state with their vast experience. This has instilled lots of optimism to the youngsters who were till now were apprehensive about taking Civil Service Exam and roosted within the comfort zone of confining oneself to look for job within AP.

In short, if anyone who is ambitious and wants to join Government service and make maximum use of their potential, they can attain through Civil Services Exam conducted by UPSC. To them, the sky is the limit.

As I have referred to the recent press statement by Arunachal Pradesh Civil Service Officer Association, let me try to clarify some of the points. I belong to 1997 batch of Civil Services Exam conducted by UPSC and belong to Cadre of Indian Defense Accounts Services, Ministry of Defense which is a Group A Central Services/Elite Central Service. In my service life of more than 16 years, I have served in various parts of India like New Delhi, Jaipur, Meerut, Gauhaty, Mumbai etc in various capacities under different Ministries. I have also done foreign assignments in countries like Afghanistan and Iran for more than two years during 2005-2007.

I felt very happy and privileged when the present Arunachal Pradesh Government requisitioned my services on deputation basis. I took it as a God given opportunity to serve my own state and its people and joined during December 2012. Since then I have been tasked with various responsibilities and I have tried to carry out the Task to the fullest of my capacity and ability. Further, when my deputation period came to end, State Government wanted to continue with my services. Accordingly, No Objection Certificate was sought from my parent department so that I can be absorbed. The Ministry of Defense, Government of India issued NOC and based on their consent, I was absorbed against a newly created post of Secretary, Finance Commission. All the due process like concurrence from the Finance, AR Department and Cabinet approval was taken and notification to the effect issued by Government. No irregularity was ever committed in the process of my absorption. Moreover, during the process of my absorption I personally interacted with the President,  General Secretary and other senior members of APCSOA many a times and showed them all the existing rule positions on absorption and also examples of such cases from other states like Nagaland etc.  It was also clarified that since the absorption is against the newly created post, it doesn’t affect the service career of any of the APCS officers.

Having said that, let me say that on reading the news item,  initially I was  surprised when threatening words of “will resort to democratic means” against my name was used. Committee draws attention to deplorable condition of GHSS Longding

ITANAGAR, Aug 3: The School Managing Committee of Government Higher Secondary School Longding has drawn the attention of state government towards its deplorable condition.

The school does not have a single computer, library or even a science laboratory. It has a strength of 1800 including boys and girls, but there are only 17 teaching staff with no clerical staff. There are 500 students in class IX with only two sections due to shortage of teachers. One teacher controls 250 students in class IX section B and A respectively. The problem is same with all the other classes. The institution requires 45 teaching staffs as per ratio of the government i.e. 1:40 (Teacher student ratio), the committee said.

Various appeals have been made to the higher authority, but there has not been any proper attention, it lamented.

Saying that some staff that were posted in the school last year have not turned up, the committee has sought to know the reason behind their absence from the posting place.

Expressing disappointment over the 229 teaching staff deployed in Longding district, it stated that it was insufficient as minimum requirement is 500 approximately.

The disappointed school managing committee has warned of resorting to democratic action if its plea is not responded to.

 

 

Todo United register first win; APP held by 19th Nyapin FC

ITANAGAR, Aug 3: Todo United Football Club registered their first win in the ongoing 6th Eagle Trophy defeating Gora Makik SC 3-0 at RG Stadium, Naharlagun today.

Todo United shot into lead in the 32 minutes of the play through goal from veteran striker Pani Raju.

Todo United were leading Gora Makik SC 1-0 at half time.

The team added two more goals to its scorecard in the second half through goal from Sushil Singh (65 min) and Byabang Doley (78 min).

Todo United played out a goalless draw in their first group level match against Capital Complex Sporting Club on the inaugural day on August 1.

Arunachal Pradesh Police was held 1-1 by 19th Nyapin Football Club in the first match of the day today.

Kipa Laal put 19th NFC ahead by scoring in 65 minute which was equalised by Roni Ramching of APP in 72nd minutes.

APP drew with Nirjuli United Football Club in the second match on the inaugural day.

Doimukh FC will take on Nirjuli United FC tomorrow at 1.30 pm while Capital Complex SC will play Bamang Taji FC at 3.30 pm, according to organising committee.

 

 

13th Independence Cup kicks off in Likabali

ITANAGAR, Aug 03: The 13th Independence Cup Football Tournament began at Chidu Chigo General Ground Likabali in West Siang district. Altogether 16 teams, including teams from Assam, are participating in the tournament.

Inaugurating the tournament, Liromoba MLA cum Arunachal Pradesh Building and Others Construction Workers Welfare Board Chairman Nyamar Karbak called upon the players to maintain sportsman spirit while taking part in such sports events.

Citing many distinct sports personalities in the country, Karbak advised the players to maintain strict discipline and practice hard to become a good player.

Highlighting the Nabam Tuki led Government's initiative to promote games and sports in the state, the MLA exhorted the youths to make best use of the tournament to expose their hidden talents.

Describing the harmful effects of drugs and alcohol, he advised the players to abstain from using such harmful substances which may ruin their lives.

Later, the MLA announced Rs 5 lakh for infrastructural development of Chidu Chigo General Ground, Likabali.

Parliamentary Secretary (Transport) cum local MLA Jomde Kena urged the youths, especially sportspersons to avail the 10 percent job quota for meritorious sports persons in various government departments.

The tournament that started in 2003 is a calendar sports event and organised every year to mark the Independence Day celebration as well to promote games and sports.

Later, both the legislators visited the under construction circuit house and urged the executing agency to ensure its timely completion.  

Former Minister Kardu Taipodia, SDO Likabali and various head of departments attended the inaugural function, among others.

 

 

Itanagar Solung Festival Football Tournament

ITANAGAR, Aug 03: Siang United FC and Banggo United FC won their respective matches against Siang Brother FC and Giidi Lepang FC in Itanagar Solung Festival Football tournament at DNG College playground here today.

Siang United FC beat Siang Brother FC 3-0 while Banggo United FC beat Giidi Lepang FC 2-1.

Miloko Nobeng, Megu Jongkey and Moshi Saroh scored a goal each for Siang United FC.    

The scorers of Banggo United FC were Tangiat Tali and Kaling Tatin. The consolation goal for Giidi Lepang was scored by Torging Binggap.

Solung United FC got walk over against Nulu Nubu FC after the latter failed to turn up for the match.

Govt signs peace accord with NSCN(IM)

New Delhi, Aug 3: With an aim of ending insurgency in Nagaland, government today signed an accord with key outfit NSCN(IM) which Prime Minister Narendra Modi described as a "historic" step to usher in peace in the state.

The pact was signed in the presence of the Prime Minister, Home Minister Rajnath Singh and National Security Adviser Ajit Doval by the outfit's leader T Muivah and government's interlocutor R N Ravi at the PM's residence here.

The signing of the pact is the culmination of over 80 rounds of negotiations that spanned 16 years with first breakthrough in 1997 when ceasefire agreement was sealed.

While the National Socialist Council of Nagaland (Isaac-Muivah) is the biggest Naga rebel group which has been maintaining the ceasefire, another faction led by SS Khaplang continues to indulge in violence and was believed to be behind the deadly attack on army in Manipur in June that left 18 soldiers dead and 18 injured.

It was not immediately clear whether the agreement meets the main demand of NSCN(IM) for integration of all Naga-inhabited areas in the North East across Manipur, Arunachal Pradesh and Assam.

Details and execution plan within this framework agreement will be released shortly, official sources said after the accord in which Doval played the central role.

Describing the accord as "historic", Modi said, "Today, we mark not merely the end of a problem, but the beginning of a new future."

He added, "We will not only try to heal wounds and resolve problems, but also be your partner as you restore your pride and prestige."

Muivah said the government and Nagas were entering a "new relationship" but added that "beginning from now, challenges will be great."

Before the agreement was signed, Modi spoke to leaders of various parties including former Prime Minister Manmohan Singh, Congress' Mallikarjun Kharge, SP chief Mulayam Singh Yadav, BSP's Mayawati, NCP supremo Sharad Pawar and CPI(M) general secretary Sitaram Yechury.

He also spoke to West Bengal Chief Minister Mamata Banerjee, her Tamil Nadu counterpart J Jayalalithaa besides the Nagaland Governor Padmanabha Acharya and Chief Minister T R Zeliang. He also called up DMK leader M Karunanidhi and JD(S) leader H D Deve Gowda.

"Today’s agreement is a shining example of what we can achieve when we deal with each other in a spirit of equality and respect, trust and confidence; when we seek to understand concerns and try to address aspirations; when we leave the path of dispute and take the high road of dialogue. It is a lesson and an inspiration in our troubled world," the Prime Minister said at the signing ceremony.

Terming the six-decade-old Naga problem as a contribution of the colonial rule, he said, "it is one of the tragedies of Independent India that we have lived with this legacy."

He said there were not many like Mahatma Gandhi, "who loved the Naga people and sensitive to their sentiments. We have continued to look at each other through the prism of false perceptions and old prejudices."

"The Naga political issue had lingered for six decades, taking a huge toll on generations of our people," the Prime Minister said in an apparent reference to the violence which has claimed over 3000 lives since Independence.

"Unfortunately, the Naga problem has taken so long to resolve because we did not understand each other... Today, as you begin a new glorious chapter with a sense of pride, self-confidence and self-respect, I join the nation in saluting you and conveying our good wishes to the Naga people," Modi said.

Muivah appreciated Modi's "vision" and "wisdom" and said Nagas "can be trustworthy".

He mentioned that the peace moves were first initiated by the then Prime Minister Narasimha Rao when the outfit gave a commitment about ceasefire. Then the outfit leaders had held talks with Prime Minister Atal Bihari Vajpayee in 2001.

Modi said the problem was a "legacy of the British Rule" and "the colonial rulers had, by design, kept the Nagas isolated and insulated."

He said they had "propagated terrible myths about Nagas in the rest of the country" and "deliberately suppressed the reality that the Nagas were an extremely evolved society".

The Prime Minister said "negative ideas" were also spread about the rest of India amongst Naga people. "This was part of the well known policy of divide and rule of the colonial rulers," he said.

He said he had the "deepest admiration for the great Naga people for their extraordinary support to the peace efforts" and complimented the NSCN(IM) for maintaining the ceasefire agreement for nearly two decades, with a sense of honour that defines the great Naga people. .

The Prime Minister said that since assuming office last year, peace, security and economic transformation of North East has been amongst his "highest priorities. It is also at the heart of my foreign policy, especially the Act East Policy."

He said he had personally kept in touch with the progress of the negotiations with NSCN(IM).

79-year-old Muivah has been at the forefront of the negotiations with the government.

Despite the government-brokered ceasefire with NSCN(IM) in 1997 and NSCN(K) in 2001, the Naga insurgent groups continued to indulge in inter-factional killings and targeting of security forces outside Nagaland where the ceasefire does not exist.

Rampant corruption, collection of taxes, levies and extortion had added to the woes of the common people in Nagaland and Manipur, official sources said.

19 other top Naga leaders from different groups and civil society organisations were also present at the function to sign the accord. PTI

Make capital road safer

Every year hundreds of people lose their lives due to road accident in Arunachal Pradesh. Especially in capital complex, the rate of accidents is quite high. Negligent driving along with bad road condition contributes to high accident case. Unfortunately government agencies have also failed to tighten the screw against rash drivers. Many of the drivers especially the youngsters drive around without obtaining proper driving licenses.

Occasionally capital police along with magistrates carry out traffic drive. But such drive has not been effective enough and government needs to take more initiative to make capital road safer.  As per the report in local media government is finally readying to take steps to minimize the road accidents in capital complex. Recently Chief Minister Nabam Tuki held meeting with senior government officials and discussed in length about various measures needed to curb the road accidents. Chief Minister also proposed to set up road safety fund besides attaching ambulances with the traffic police for evacuation of critical accident victims to hospitals. On their part department of transport has reportedly identified 8 black spots in the capital region where frequent accidents occurs while 40 other junction (25 in Itanagar and 15 in Naharlagun) have been identified. Based on the finding made by transport department, the capital administration should start the work. Law enforcement authorities should take stringent measures to regulate traffic rules. Also issuing of driving license should be made more stringent.

Limited seats

Dear Editor,

According to last year’s records, there were above 300 seats in B.Sc department at Dera Natung Govt College Itanagar.

Other than shortages of faculty members, there were no problems related to the B.sc course but govt of Arunachal Pradesh has now decided to minimise the intake capacity which has made many students suffer.

Most of the affected students are from Kurung Kumey, Lower Subansiri and Kra-Daadi who belong to very poor families and their parents cannot afford to send them to other states for further study. Coming from difficult background, it takes a lot of effort for them to choose Science as their subject of choice.

As we know that for these districts DNGCI is the only College that offers B.Sc course which is situated in heart of capital. If they do not get admission here, then where do they go?

I have witnessed that there are around 100-200 students who have cleared their 12th CBSE exam in science stream but still have not gotten admission because of limited seats fixed by authorities.  To accommodate all those seeking admission, there has to be more colleges.

Therefore, I earnestly request the concern department to take necessary step to help student pursue their higher education.

Department left at its own mercy

Dear Editor,

Through the columns of your esteemed daily, I would like to throw a light on the darker side occurring at newly created Maro circle.

Maro is still a countryside where sometimes even wild animals like deer pass by (eventually get killed later) thinking it to be their home but  some dwellers out there are trying to capture government land taking chances out of loose departments.

The veterinary department is one of the most abandoned one and given the chance, the people living in its vicinity are all fighting to capture the land surrounding the veterinary office/quarters. Such foul play must be stopped at all cost.

All fake LPC and land allotment claim must be checked and punished accordingly. Therefore, it’s my earnest request to the Directorate of Veterinary Department to look into the foul play and issue proper notice to the villagers of Maro before anyone demolish the office and start construction.

Identities and tribal affiliations

Dear Editor,

After a long draught, the AAPSU has at long last genuinely raised an important issue of common interest by alleging that many Tibetans settled in the state are availing APST facilities illegally. The allegations of APST facilities relates to trading & arms licences, EPICs, ST certificates, LPC, contractor registration certificates & income tax exemption certificates while claiming themselves as the Monpa & Sherdukpen tribes of West Kameng & Tawang districts respectively.

The allegations of AAPSU are not devoid of facts & demands for their cancellations are not wrong either. The government needs a serious introspection into the matter in view of serious natures of threats being posed on the geo political situations of these two eastern districts.  The landscapes & climates of these two eastern districts being cool & enticing, and the majority populace being the Buddhists who are as warm & courtesies as the land itself, people influx upon these lands for earning & shelters. These floating people are willingly harboured & later absorbed to their society as members of their community. 

Such harbouring are extensively perceived in Monpas. We have seen prevalence of extensive inter community marriages among Monpas with their womenfolk  entering into wedlock with other Buddhist groups like Tibetans, Bhutanese, Sikkimese, Nepalese, Sherpas, Lepchas & Membas. Though the Monpas follow a patrilinial kinship system, they hardly resist with offsprings of these inter-tribe married couples adopting the Monpa as their preferred community. Additionally, some floating populations settled in West Kameng district have adopted Monpa surnames which adds much confusions about their real identities. They in long run absorbed with the Monpas & the Monpas being a delineal tribe predominantly inhabiting in two districts themselves find it extremely difficult to trace the originality of their doubtful community members. Majority of the Tibetan refugees converted to Monpas in West Kameng district are migrants from Tawang who used to obtain ST certificates fraudulently from Tawang & settle down at West Kameng to evade establishment of their real identities. In fact most of commercial establishments in the prime locations at Bomdila town are owned by Tibetans.

Then there are Nepalese who are found almost all the rural areas of Tawang & West Kameng districts either in Monpa or Brokpa or Sherpa identities. In Tenga areas under Singchung circle of West Kameng, the majority populace are Nepalese of which hundreds have been given tribal names under the Bugun (Khoa) tribe & ST certificates issued to them accordingly tagging Bugun clan names. As a result, there was spurt in the growth of population of the Buguns that  once gone up to above 5000 in 2011-2012 electoral revisions from mere a mere population of around 1300 souls in 2004 household surveys. The Nepalese  reaped the fruits of developments meant for the indigenous populace of their area.

The other communities of West Kameng district - the Hrussos (Akas), Sajolangs (Mijis), Sherdukpens & Sartangs are not much affected by such harbouring & population boomerangs and are as of now comparatively safe from such perturbing situations.

Considering these facts, the claims & demands of the AAPSU as appeared in the previous issue of your esteemed daily are genuine. It needs immediate attention of the government of Arunachal Pradesh.

Empanel more hospitals

Dear Editor,

First of all we are very grateful to our Chief Minister for issuing Chief Minister’s Universal Health Insurance Card.

But I would like to inform you that Main hospital of the country like Tata Memorial Cancer Hospital in Mumbai, Christian Medical College Hospital  in Vellore and NIMHANS Mental Hospital in Bangalore city are not empanelled under the list of the hospitals included under this CMUHIS Card. These are the main hospitals where poor people have to go but cannot afford their treatment. 

Also at the District government hospitals, please make receipt compulsory of the CMUHIS Card swept at the hospitals because the authorities sometimes charge more than the actual amount spent.  They don’t give the receipt of the expenditure and balance amount left in the card, which makes it very difficult for the patients to actually know the details used in their cards.
